The rules have certainly been tightened/clarified, and as far as I understand the only work now subject to VAT at 5.5% is repairs, improvements and renovations on existing living space - so he is almost certainly correct that loft conversions, garage conversions and other conversions to new living space are now chargeable at the higher rate.

I own a property in France that is 20 years old.
I am having a double garage extension added and the old internal garage is being converted into a bedroom.
In addition the loft space is being converted into another bedroom.
The builder says that due to a recent reinterpretaion of french reduced rate TVA that the whole project is subject to TVA at the higher rate.
Is this correct?

I believe that swimming pools are not under any circumstances charged at a reduced VAT rate, I'm sorry to say.

To make matters worse, one of our original builders was here the other day and told us that the rules have now been redefined / clarified and that the barn conversion itself would not now be eligible for renovation at the reduced rate. I don't know the details - the local artisans are still in discussion with the tax office.

Well worth you trying to clarify before proceeding I imagine!

Can you get the reduced rate on a swimming pool installed in an old barn? There is a floor above which is getting renovated, so I estimate the swimming pool is either 50% or less of the building.
